Article 15. Procedure for preparation and consideration of draft laws and decisions in the committees of the Milli Majlis
On the instructions of the leading committee, the Office of the Milli Majlis organizes public hearings and public discussions of draft laws. A public hearing and public discussion may be held in conjunction with a committee meeting. For the organization of public hearing and public discussion, the Office of the Milli Majlis takes measures in accordance with the Law of the Republic of Azerbaijan “On Public Participation”. Persons invited to a public hearing and public discussion are notified at least 5 days in advance of the date of the public hearing or public discussion, and in accordance with Part V of Article 96 of the Constitution of the Republic of Azerbaijan, and at least 3 days in the case of urgently announced draft laws.
The Milli Majlis can make a decision to hold a public hearing or public discussion of the draft law adopted in the first reading.
